Garphil Julien

Research & Policy Development Associate

Julien is a Research and Policy Development Associate at the Cornell ILR Climate Jobs Institute.

His research at the Climate Jobs Institute focuses on the market for clean energy manufacturing and public policies that can be taken to build out local and regional supply chains and workforce.

Before joining ILR, he was a policy advisor at the White House’s National Economic Council, working on the Biden Administration’s industrial strategy and helping with the implementation of the Inflation Reduction Act and Bipartisan Infrastructure Bill. He also served as a researcher/reporter for the Open Markets Institute, focusing on the impact of market concentration on industrial supply chains and anti-monopoly and competition policy.

Julien holds a Master of Public Policy from the University of Maryland, College Park, and a BA in International Affairs from George Washington University.
