Deborah Blackburn, J.D. is Assistant Director of the Utah Department of Commerce’s Division of Professional Licensing (DOPL), which oversees approximately 60 categories of professions and several independent programs. Deborah joined DOPL after 20 years in private practice as an attorney, and as a second career loves figuring out how to remove unneeded barriers to licensure and effectively balance regulation and public protection. Deborah is mom to three amazing women, and has two (perfect) grandchildren.
