This Working Paper drafted with support from ILO Fundamentals identifies and brings together what is already known about obstacles to identifying fishers in forced labour and key knowledge gaps in this regard. The review will not just survey the literature on identification of forced labour in fishing but the tools in use and under development by unions, civil society organizations, researchers, buyers, and governments, with particular attention to those in Southeast Asia.
