PROJECT LABOR AGREEMENTS:
EMPLOYMENT AND WORKFORCE DEVELOPMENT IMPACTS

RESEARCH PROJECT

Cornell University, in partnership with American Rights at Work (ARAW), is conducting a national study of Project Labor Agreements (PLAs).  This research will examine the employment and workforce development impacts of these agreements, with a focus on targeted employment practices and other forms of social investment.

A survey form has been designed and distributed to Building and Construction Trades Councils across the United States to gather information about PLAs that contain specific provisions for jobs and career ladder opportunities for workers from local communities and disadvantaged groups.
