Policy Analysis and Programme Evaluation Workshop (PA & PE) 13 Day International Collaborative – Immersive Workshop. A Cornell University, Tata Cornell Institute and GRAAM Initiative in India

The ILR School of Cornell University, a leading school for applied social sciences in USA,the Tata Cornell Institute for Agriculture and Nutrition, & the Grassroots Research and Advocacy Movement (GRAAM) a Public Policy Research and Advocacy Think-tank in India, jointly presents a capacity building workshop to understanding the process and methods of programme evaluation and evidence based policy making.

This thirteen-day PA & PE workshop will draw on the academic expertise of Cornell University, and the Tata-Cornell Institute, as well as the large research network of GRAAM to provide participants with practical guidance for understanding Policy Analysis & Program Evaluation.

Who Should Attend

The Program is designed for capacity building of people in Government, Academia, Think-tanks, Corporate Social Responsibility(CSR) personnel and other Development Professionals.

Participants from our previous program who have benefited  include those from the NGO  sector, Management Consultants, Researchers pursuing their M.Phil., PhD & Post-doctoral Studies in Development Studies, Public Policy, Law, Management and the Social sciences. Participants should possess a basic understanding of Qualitative and Quantitative Research Methods.

Need for PA&PE

Program evaluations are increasingly being used for diverse purposes such as strategic learning, transparency and accountability, program design and policy formulation. Therefore, it  has emerged  as a powerful instrument for enhancing policy effectiveness in recent years.

As the demand for Program Evaluation &  Policy analysis rises, it is important to build the capacity of government policymakers, policy think tanks, Program Implementers, Researchers, Development practitioners & Civil Society leaders. The workshop is intended to achieve the following objectives.


The Collaborative initiative of GRAAM-Cornell is gaining momentum for the last three years. The initiative that started in 2015 has now become one-of-its-kind capacity building program for practitioners and academicians working in the areas of public policy & program evaluation.

During the last year’s workshop there were more than 40 participants from twelve states of India, from backgrounds like Academia, Development Practice, Management & Law. Participants were from the Corporate Sector (TATA & HCL), Government sector and a large number of independent researchers and NGO representatives.
