Policy Analysis and Program Evaluation Workshop

The ILR School of Cornell University, a leading school for applied social sciences in the USA & Grassroots Research and Advocacy Movement (GRAAM), a Public Policy Research and Advocacy Initiative in India, jointly presents the Policy Analysis and Programme Evaluation Workshop (PA&PE) intended to build capacity in understanding the process and methods of Program Evaluation and evidence based policy making.

This sixteen-day PA&PE workshop will draw on the academic expertise of Cornell University and the large research network of GRAAM to provide participants with practical guidance for understanding and engaging in Public Policy Analysis & Programme Evaluation.

Who Should Attend

The Program is designed for capacity building of people in Government, Academia, Think-tanks, Corporate Social Responsibility(CSR) personnel and other Development Professionals.

Participants from our previous program who have benefited  include those from the NGO  sector, Management Consultants, Researchers persuing their M.Phil., PhD & Post-doctoral Studies in Development Studies, Public Policy, Law, Management and the Social sciences. Participants should possess a basic understanding of Qualitative and Quantitative Research Methods.

Need for PA&PE

Program evaluations are increasingly being used for diverse purposes: strategic learning, transparency and accountability, program design and policy formulation.  As the demand for rigorous Policy analysis rises, it is important to build the capacity of government policymakers, policy think tanks, policy professionals, Researchers, Development practitioner’s & Civil Society leaders. Program Evaluation has emerged in recent years as a powerful instrument for enhancing policy effectiveness.


The first PA&PE workshop was held in 2015 in collaboration with SVYM (Swamy Vivekananda Youth Movement), a respected social organization in Mysore, and it was done to train the social researchers at GRAAM (Grass Roots Research and Advocacy Movement).   In 2016, in collaboration with GRAAM and the Vision India Foundation, the two week program provided training in qualitative and quantitative evaluation methodology. The program was extremely well attended with over 40 participants, with representatives from the Corporate Sector (the TATA organizations), representatives from Government, and a large number of independent researchers and NGO representatives.
