Collaborative Online Webinar: The Evolving Concept of Sheltered Workshops and the UNCRPD

Around 2.5 million people in Europe daily attend sheltered workshops to perform their work in a protected environment that provides them with assistance and support. Today Article 27 of the U.N. Convention on the Rights of Persons with Disabilities is setting the scene concerning the right to work for people with disabilities and how society should respond to make sure that this right is fully enjoyed. The model of sheltered workshops is questioned on three issues: inclusiveness of the working environment, labor law rights, and the low transition rate towards the open labor market.

During this collaborative online webinar presented by EASPD and GLADNET, presenters will discuss the results of a SWOT analysis conducted on sheltered workshops in Europe, and an analysis of the meaning of Article 27 of the U.N. Convention on the Rights of Persons with Disabilities and its implementation when it comes to practice. The webinar will address the strengths and weaknesses of sheltered workshops in light of the U.N. Convention and how the sector should move forward. Participants will explore the findings of the SWOT research, including the overlap of definitions and concepts; the dual-edged nature of sheltered workshops (i.e. the fact that these services do provide work and rehabilitation, but in a segregated setting), which is seen as a strength yet triggers many concerns; and the needed reframing of the service’s purpose in light of the U.N. Convention’s focus on integrated employment outcomes.

Serving Individuals with Disabilities: State Agency Perspective

This training will center on staff can best serve and interact with individuals with disabilities. It will also provide an overview of the responsibilities of state agencies under Title II of the ADA and review changes implemented after the ADA Amendments Act.
