Massachusetts Department of Labor Relations/Commonwealth Employment Relations Board- Taken

The Department of Labor Relations (DLR) is the state equivalent of the NLRB. It administers and enforces Massachusetts' collective bargaining laws. The Commonwealth Employment Relations Board (CERB) is the body within the DLR responsible for adjudicatory matters. The DLR employs attorneys, mediators and arbitrators. The attorneys investigate charges of prohibited practice, representation matters and conduct hearings. The arbitrators hear both interest and grievance arbitrations. The mediators mediate prohibited practice charges, labor contracts and grievances. The CERB decides appeals of hearing officer decisions and dismissals and determines appropriate bargaining units in representation and unit clarification matters. The Chief Counsel to the Board reviews all work-product and litigates appeals of CERB decisions to the state Appeals Court.
