Integration of Federal workers into the LEHD Infrastructure

Short description

The Census Bureau’s Quarterly Workforce Indicators (QWI) have been published since 2003, and are comprised of 31 indicators of dynamics of the labor market (see Abowd et al (2009) for detailed description). Up until now, the QWI have covered nearly all private sector employment (ref here), and portions of the non-private sector of the economy, in particular state and local government. Notably absent was federal employment. Most federal employees are tracked in the the U.S. Office of Personnel Management (OPM)’s personnel data files, but some notable exceptions will be outlined in this document. For several years, researchers at the Census Bureau’s Longitudinal Employer-Household Dynamics (LEHD) Program have worked on integrating OPM data into the Longitudinal Employer-Household Dynamics data infrastructure. Several non-trivial issues needed to be addressed. The research covers the methods employed for the integration, important coverage and data precision issues, and the methods of publication and disclosure avoidance used.
